Evaluation of PANAFTEL network

Within the scope of an international co-operation project involving the Canadian government and five West Africa countries, YRH was mandated to participate in the technical evaluation of the conclusion of three of the implemented programs.
These programs included:

  • A project for institutional support - (PAI)
  • A project for the improvement, modernization and expansion of the network - (PAMER)
  • Equipment : Line of credit (maintenance of network) - (LDC)

The evaluation must cover, amongst others, the following aspects:

  • The autonomy of the Telecommunications organizations of Burkina Faso;
  • Profitability;
  • Management practices;
  • Technical autonomy;
  • Personnel formation.

The assessment was achieved by means of meetings with the various representatives, managers, equipment users, operators and with surveys covering all aspects of the three programs. The evaluation criteria used included the merit of the project, the efficiency of the program, the impact, the viability and the future of the implemented program.

Rural telecommunications and cellular radiotelephony


Our client mandated us to carry out a study for a rural telecommunications and cellular telephony project for the main towns of Benin.

This study included two distinct elements:

  • The first, cellular telephony, covered the ten (10) main cities and major roads.
  • The second, rural telephony, covered 148 towns with no access to the existing telecommunications network throughout the national territory.

The completion of the study was realised in two consecutive phases for each of the above elements:

  • Phase I included the technical feasibility studies, financial and economic, allowing an appraisal of the investment need and an assessment of the associated costs;
  • Phase II included a detailed technical study outlining the selected solutions by the Client following consultation and approval of the results and recommendations of Phase I.
